South Africa had developed, manufactured, and possessed nuclear weapons, but later dismantled them all together with related facilities and equipment. After joining Treaty on the Non-Proliferation of Nuclear Weapons as a non-nuclear weapon state and concluding a Comprehensive Safeguards Agreement with the Atomic Energy Agency (IAEA), it started peaceful use of nuclear energy. In that sense, South Africa's denuclearization is one of good examples of past denuclearization in the world, although the South Africa's specific policy of apartheid had been deeply connected with its nuclear weapons development and denuclearization. Analysing South Africa's motivations for nuclear weapons development, incentives for denuclearization, and characteristics of its denuclearization could serve as a good reference for not only preventing nuclear weapons development but also considering their denuclearization in current and future states.

For the nuclear material accounting system, the mainframe computer had been used in Japan Atomic Energy Research Institute (JAERI). For the purpose of more flexible use and easy operation, the PC base accounting system has been developed since 1999, and operation started from October, 2002. This system consists of the server with the database software and the client PC with original application software. The functions of this system are the input and edit of data, the creation of inspection correspondence data, and creation of a report to the states. Furthermore, it is also possible to create the Web application which used accounting data on a user level by using the programming language. Now, this system is being specialized in JAERI, but it is during a plan to develop as a system which can be also used at other institutions and organization. In the paper, the outline and operating situation of the nuclear material accounting system of JAERI are presented.

It was required from IAEA to determine a small amount of plutonium in the high active liquid waste solutions (HALW) in the tokai reprocessing plant. High performance spectrophotometer (HPSP), which could be obtained lower detection limit than conventional spectrophotometer, is studied to be applied to the inspection and verification analysis by the IAEA. [Cold Test] Neodymium, showing an absorption peak near the absorption wavelength of plutonium (VI), was used as an alternative element to plutonium, in order to review the calculation method of the peak intensity. As a result, the three-point correction method was found to be simple and effective. [Hot Test] Plutonium nitrate solution was used the fundamental test of this method. Since the method is known to be influenced by acidity, suspended sludge and coexistent elements in a sample, each dependency was examined. It was found that measurement results varied about 14% at a nitric acid concentration of 2-4 mol/L. Sludge should be removed by filtration before the measurement. The effect of coexisting elements could be eliminated adjusting the optical balance between reference and sample beam intensity. In the case of measuring a low concentration plutonium solution sample, a ratio of the peak intensity to the background intensity (S/B ratio) is relatively small. Therefore a method should be improved the S/B ratio by analyzing the obtained spectra. Accumulated average method, moving average method and Fourier transform method was tested. The results showed that a combination of the accumulated average method and the moving average method was the optimum method for the purpose. Linearity of the calibration curve was found between 0-11 mgPu/L. Synthetic sample solution, which simulated the actual constituents of the HALW with plutonium showed a good linear relation at 0-11 mgPu/L. For the effective and efficient implementation of international Safeguards, it is essential that the Operator's measurement system is maintained at a level of high quality and improved, as necessary. Besides the internal quality control, it is important to have elements of Quality Assurance (QA) in place, such as external intercomparison. However, there were no intercomparison programs with Plutonium samples available in Japan because of very few users and difficulties in the shipment of such samples from foreign laboratories. To cope with these difficult situations, intercomparison by using actual safeguards samples containing Plutonium and Uranium was started. Inspection samples are selected and prepared for shipment to the Safeguards laboratories together with other samples. Safeguards laboratories receive and analyze them as inspection samples as well as intercomparison without additional cost for analysis operation or sample transportation. The practicality and effective use of this DA intercomparison, which is operated since more than 20 years, will be explained.
